You're right Gino, PLDT is using  these units. And with that I read somewhere:

This is in answer to the question about USB DSL drivers for Linux.

There are drivers out there for the Alcatel SpeedTouch USB. The SpeedStream 4060 is actually made by Alcatel.

I have setup the SpeedTouch in RedHat 7.1 and gotten it to successfully work on my home network.

And with that, here's a link to Alcatel SpeedTouch, though I haven't tried it yet.

Would anyone know if this poor excuse for a modem (Efficient Networks,
Speedstream 4060) will work with Linux? I've searched the archives and Google,
but the only thing I've found are that Efficient Networks will not release a
driver for Linux. But I've not been able to find a success story just yet.

I don't know about this... just curious, was this equipment issued by the
local DSL provider?

Yep. GlobeQuest DSL used this once in the past but I guess they too found it too much trouble than its worth and now they're using Alcatels, or at least a number of Alcatels are in use. PLDT DSL might be experimenting with these units nowadays, it seems.
