Wish I had info on that. But I was able to bring up the issue during the Civil Society participation meeting for the Philippine Summit on the Information Society. It's now part of the list of "concerns" of civil society. These will still have to be debated, however, so there's no guarantee that it will even be part of the Philippine government's position when it attends the Summit in Tunis in December this year.
