For open source use in the gov't, it would be good to show them
whatever's available on the open source space. Let them decide which to
use first. They may focus on the critical processes. They may focus on
the basic processes. At least they'll have ideas planted in their minds
already.

I've e-mailed people in the academe (including deped, ched) about a free
open source courware mgt system. I'm waiting for their
replies/comments.

I have one lament -- why can't a single government agency come up with
the financial applications (AP/GL/AR/Payroll etc...) for all the
government offices? Since the government has a different (weird)
accounting and auditing rules, by coming up with a uniform system for
all to use, rather than each agency coming up with their own, this would
save a lot of tax payers money...

Basics first...then we dream.
