Perhaps this is the parsimonius solution.
In pavucontrol -> Configuration I set the HDA ATI HDMI Profile to Digital
Sound (HDMI) Output (Unplugged). On the Output Devices tab the HD-Audio
generic analog stereo combobox has a second option of Headphones
(unplugged). I suppose that I can change that to Headphones (plugged) and
the HD-Audio to unplugged when I want to use the headphones?
