The rebuffering problem happens with either low powered system typically
1 or 2 two core old system or with high end system - typically 4 real
cores with over 8Gb usually 16Gb RAM .   Your system falls into the
"high end" category. For other "high end" users using 3min or higher
cured the rebuffering.  The problem is something to do with LMS and
transcoding (socketwrapper) and the 4 core system being too fast and/or
possibly after a change by MS to scheduling algorithm in Win 8 or 10 . 
The chunkiness of HLS and DASH provokes the problem.  

It seems with slower system there is time to get data into buffers ready
for processing before the actual processes are ready to start.  With a
fast system all the processes are setup very quickly and ready to go and
then seem to get stuck waiting for data to arrive.

Try higher values of "Live Delay" to see what happens.
