If BBC Web based iPlayer on PC plays DASH OK using the beta setting (i.e. http://www.bbc.co.uk/html5 ) then your issue is in LMS setup. If it does not play OK then it is your PC/Network setup. 2.8mb shoudl be fine unless you are doing something else (e.g. downloading WIn10 updates in background) - if you want to test you can change preference to use lowest and you'll get a 48kbps stream instead of 320kbps. Any messages in log file ?
