Yea, that's true. I only see what's in the protocol and what actions the server takes and all you need is in there but it might not be easily accessible from a plugin.
That said ... it might be worthwhile to add some hooks to the sync code to enable this, would add a lot more flexibility when trying to become compatible with other players through all kinds of external source sync.
