Wireshark or Ethereal capture all network traffic. I think it will show
that TCP stream is intact. You need to analyse the RealAudio traffic
within the TCP stream - I think standard WireShark does not have tools
for this - perhaps PlusNet has something but they could be stalling.

I believe BBC organise their RealServer server banks by regions and
behaviour can vary from region to region - perhaps the Nildram ADSL is
in a different region.
Are you listening with AlienBBC or RealPlayer ? There may be an mplayer
issue as IIRC RealPlayer deals with the dropped packets slightly
differently than mplayer.
If you are using RealPlayer - are you using RTSP (port 554) or HTTP
(port 80) as the transport protocol ?

Perhaps they feel you do not pay enough. PlusnNet built a network to
last x years coping with growth and so prices were set accordingly. 
Unexpected (i.e.unplanned) higher traffic means more investment is
needed to meet service agreements - who'll pay for the new equipment.
