"Listen Again" streams are essentially files - BBC can transmit lots of
the "Listen Again" program quickly as it is not real time (lookup
RealPlayer TurboPlay).  Also it doesn't matter if packets are delayed
program is not in real time.  With a Live stream you don't want to hear
5.00pm news at 5.20pm.  

Live streams are real time - you cannot preload a buffer with audio
that hasn't been created.

WMA streams have a different way of handling audio dropouts just as you
don't heart many of the single or double packet dropouts of RealPlayer.

MrStan is right mplayer does not provide the BBC's RealServer with
feedback on available bandwidth and so it doesn't throttle back.  That
said, the BBC put that mechanism in place for dial-up so that people
could connect with modem connection of 56kbits down to 16kbits dial-up
connection.  It seems a little silly that with Broadband you have to
throttle back a 64kbit/sec audio down to 32, 24 or even 16kbits/sec -
think of the sound quality.
