So just to reafirm on the installation location - this is in the cache folder today (and will need to be for 7.3) because of the scope of Extension Installer agreed for 7.3 - i.e. I agreed with Michael we would add it to 7.3 as long as it was in a plugin and made minimal changes to the main server code.
To put it in another location requires changes to the server code and the installer code on a per platform basis and so requires work from Michael and others. We can't use the existing plugins folder on certain platforms because it is not writable by the application - even worse on Vista it would be virtualised by UAC depending on the user the server is running as. So we have work to do to pick a different location and support this in the server code. That said I agree it would be preferable, but I am thinking about a location which is different from the manually installed plugins for the above reason.
