If the default location of installed plugins are inside the Cache
folder I think it's relevant to have the "reinstall previous plugins"
functionality, if the InstalledPlugins folder is stored elsewhere by
default I'm not sure we need any re-install functionality.

The re-install should be a manual operation, all we need is help
automatically checking the correct checkboxes. I don't think you need
to take care of the case when people has manually removed plugins, in
this situation it can still be marked as a previously installed plugin
and let the user uncheck it if he doesn't want it. There is no reason
for users to manually remove a plugin, it's a lot easier for them to
just untick them in the Extension Downloader page.
