You mean the "server" is in fact a desktop, right ? 
Then it looks like my mac OS X use-case. I currently want to test with
a daemon that would: 
- delay OS-induced machine sleep when SC is in an uninterruptible task
(that would fail to trigger significant activity at OS level, like a
firmware update I guess),
- refuse sending the machine to sleep on behalf of SC when it's already
in the process of getting to sleep (avoid ending-up in a semi-baked
state, esp. when wake by RTC should be programmed) 
- refuse to sleep the machine on SC request when the screen or keyboard
are still active.

I can do about all this using the SleepWatcher freeware (GPL). The mac
has a fairly elaborate set of system power management events. How does
Windows fare in this area ?
Would something like this be useful to you ?
