The card identification would be helpful - I think many of  Hauppauge
cards appear as similar names - my PVR-350 appears as Hauppauge WinTV
PVR PCI II (Encoder/Decoder).  I think I might be able to card type
from the device name in the additional info in the recent logs.

I don't see why there is a need to give up - there are still a few more
things to do that will make VLC give up its secrets about how you can
make FM work through the GUI.

1. Open a Logger window - under the GUI "Tools" menu - click "Messages"
and then  set "verbosity Level" to 2.  When you play a station that
works - save the log and post it. This is the GUI version of what my
vlcdebug bat files do.

2. The GUI basically makes up commands and then passes them to a
command line interface. To find out the exact command the GUI sends.  I
presume you have been using the "Media" menu and then "Open Capture
device". When in this menu - Check the "show more options" at bottom
left.  An extension will open showing the command line options that
will be used.  Choose the capture device that works and then copy to a
post the command line that shows at the bottom.

I am curious to know how make VLC work for you as I have other plugin
ideas for VLC and all this helps.

If you wish to continue - you set the pace - I'll respond to post and
may occasionally add a few ideas. Sometimes in these situations other
user may contribute ideas/results if they see activity.
