Well, assuming you mean the panel you get in VLC media player (v 0.9.8a
incidentally) via ‘Media – Open Capture Device’, then no.

If I select the ‘DVB DirectShow’ drop-down option as the capture mode,
the Card Selection section allows me to choose between DVB-S, DVB-C and
DVB-T.

Under the Options section, the basic choice offered is transponder
frequency and symbol rate.

Under Advanced options, there’s a new popup that has shedloads of
parameters that seem to be a mix of satellite, cable and terrestrial
settings.

Whatever I’ve put in there (and I’ve put in many, including all the
pertinent numbers from a working DVBViewer installation) always results
in the error message;

Your input can't be opened: VLC is unable to open the MRL 'dvb-s://'. 
Check the log for details. 
The log says; main input error: open of `dvb-s://' failed: could not
create access.
