The "What u Hear" seems to be associated with the Audigy. I select it from the XP mixer when the Audigy is selected as the mixer device. If I select the webcam as the mixer device, I only get the option of 'Capture'. The Videomate TV card gives me the option of 'Audio' when selected as the mixer device. But the Audigy is selected as the default device in the CP sound setup (from Control Panel).
