It's hard for me to imagine that these aren't two separate and
unrelated issues: WOL no longer working because of the new router and
SrvrPowerCtrl alarm wake-ups failing.

For the WOL problems, try using Depicus' GUI tools to initiate:

http://www.depicus.com/wake-on-lan/wake-on-lan-gui.aspx

..and monitor WOL packets on your subnet:

http://www.depicus.com/wake-on-lan/wake-on-lan-monitor.aspx

That should allow you to trouble-shoot the WOL problems.  It's possible
that your new router has some kind of setting that inhibits broadcast
messages on the subnet.  That would defeat WOL right there.  Poke
around in the settings pages for the router and see if you can see 

Re alarm wake-ups:  What is the wake-up command setting in the
SrvrPowerCtrl settings page?  Are you sure it's pointing to the right
exe?
