Currently you can't even charge for upgrades on the App Store. It's limited to two transactions: sale of new Apps or free upgrade, you also can't give discounts for people buying several Apps or something.
There is one additional way to charge and that is In-App-Purchases for additional features or content. On the Playlists: the "On the go" playlist is gone, you can now generate several "new playlists".
