The thing about Jiggler and Caffeine is that they prevent sleep by
simulating mouse movement, so they keep the monitor on.

I have my computer sleep set to fifteen minutes, display sleep to five
minutes. I set Jiggler to only jiggle every fourteen minutes, so it
prevents computer sleep but lets the display sleep some of the time.

If you want to allow display sleep but disallow computer sleep, you
will need to go deeper into the system, probably somewhere along the
lines that tm suggests.
