rrad has a basic network problem as the network test proved. It is not related to wavin or anything else. If there are problem with Flac but not PCM - I think the problem would be related to the transcoding process such as processor not powerful enough (unlikely with modern x86 CPUs) more likely is something is affecting in ter process comms (from wavin2cmd to Flac) using Pipe.
