Yes, it happens whenever you start any App that has mobile data disabled and that has ever accessed the internet. It's an iOS message and it completely independent of what the App actually does, it gets launched before the App is even started. There's nothing I can do about it. You need to turn mobile data back on to get rid of it. It's simply a very bad design by Apple. They added that "turn mobile data off" feature but didn't reflect it in the API, Apps that only use Apple's system framework to determine whether they have a connection to the internet will get the information that their connection is fine.
