There's some more fundamental issue somewhere here. I think a retreat
to basics may be needed.
You have ffmpeg installed and the HLS plugin - we can see that.
You do not seem to have LAME installed, which is why the File Type for
hls to mp3 is disabled. Could you try and install it?
Do you have any sort of firewall, and if so can you switch it off for a
moment or 3?
What device are you playing on, and what LMS version? (Sorry, I'm sure
you have said at some point....)
You are, I assume, entering one of the URLs quoted before under menu
item 'Radio', 'Tune in URL', such as

When you get the error messages, where exactly do they show up on the
screen - is it on the player or the LMS browser?
And you say this happens on Windows? Have you installed LMS on that as
well?
LMS 7.9 on VortexBox Midi, Xubuntu 14.04, FLACs 16->24 bit,
44.1->192kbps. LMS & Squeeze2upnp (Beta - derived from squeezelite) to
Musical Fidelity M1 CLiC and Marantz CR603 UPnP renderers. Squeezelite
to PC sound. Minimserver (server) and upplay (control point) to same
amps & to upmpdcli/mpd PC renderers. Meridian USB Explorer DAC from PCs
to speakers/headphones. Wireless Xubuntu 14.04 laptop controls
LMS/upplay via Firefox. Have a Touch with EDO, and a spare, but don't
use.
