HLS is supported on all tablets and phones. Chrome on Android supports
HLS - Chrome does not support HLS on other OS.  

RTMP and HDS is supported on all PC via Flash.

Flash (i.e. RTMP)  support on tablets / smartphones was withdrawn by
Adobe a few years ago so BBC cannot expect Flash players to be available
on newer version or Android/iOS. One of the reasons Youtube moved to
HTML5

Flash is also a greater security risk because of its SWF players whereas
chunked HTTP is less complex and fewer security issues.

Flash is more complex for the server delivering content as it has its
own protocol  RTMP which is two way compared to HTTP making it harder to
deliver content to large number of users (i.e. many more mobile users vs
PC users)

The BBC are also looking into DASH over http/2 see

On the blog page you can follow links to BBC DASH test streams such as
tones.
