DASH is a collection of protocols. If the protocols are openly published (with clear licensing as necessary) then protocols are always OS neutral. Apple only openly published HLS as a draft IETF protocol last year. Adobe only openly published RTMP a few years ago. Vendors keep proprietary protocols closed as long as there is a commercial advantage and only make them open if they see there is a commercial advantage. If Apple wants to frustrate DASH then they can close it off to normal users by refusing to support DASH and any players that support DASH.
