If I change the last line to:

  cpupm  enable event-mode

and run pmconfig the powertop output doesn't change change much
and the wall outlet power doesn't drop (220W idle).  If I boot
Vista without changing any hardware or BIOS settings the idle
wall outlet power is 40W less (170W).
