I settled on a different approach, more flexible for me.
1. in your pproconf.pcf file(s) make sure to use relative filepath syntax 
anywhere ppro allows for them - just test them if you aren't sure where 
they work or don't work
2. before running powerpro define an environment variable %PowerPro% 
pointing to the powerpro install folder and  check 'expand envvars' in 
pproconf.exe
3. set PowerPro envvar from a suitable batch file prior to running 
powerpro.exe (or ppbang.exe) from a usb stick
4. use PowerPro envvar in your pproconf.pcf when it helps to build 
relative filepaths
