My current guess is that the keys that appear to be in the right place are not, 
based on info here:

Not sure how to make sure that the registry viewer you are using is not merging 
32 bit and 64 bit keys, (whereas explorer owuld only look at 64 bit keys).  I 
am hoping the above tool will not list pproctx.dll as 64 shell extension but 
will list it as 32 bit shell extension.    I guess you would need both the 32 
bit version and 64 bit version to check.  Hopefully the 64 bit version runs in 
xp!
