Or I think they still do. AUSTEL approval is required for all modems and I seem to recall the Express modems didn't meet certification standards in the early '90s.
What you've got is essentially a Farallon Fastnet serial->RJ11 connector for LocalTalk networking, but they work for serial communication. Same cable essentially. Try FreePPP for connectivity and try the shareware ValueFax or the old FaxSTF 3x (maybe 5 works, dunno). Telecom software most likely won't work. You should also be able to pick up an old copy of Smith Micro's MacComCenter - should be thousands of free ones somewhere, or a copy for $1 on ebay or something. ValueFax is a pretty good start to see if you can get things going though.
