That's because System 7.1 needs an enabler to run on a 180. I know because I helped
my friend reinstall 7.1 on his 180. Enablers go in the System Folder.
The only thing you can do is make a special boot disk that has the enabler on it. You
can download the enabler you need from Apple's Older Software download page or
somewhere on this website:

You need enabler 131. Make copies of the bootable install disks (Disk Tools and
Install 1, I think) and add the enabler to the System Folder on each. Remember to
copy the enabler to the hard drive's System Folder at some point.

If that doesn't work, copy the Disk Tools disk and add the enabler to it's System
Folder.
May need to remove any preexisting enabler ...
Write-protect and boot from this disk; don't hold down any keys during boot.
Wipe the harddrive clean and copy the entire contents of the Disk Tools disk to the
now empty harddrive. Boot from the harddrive. Insert Install 1 and start installing.
That should do it.
Make sure any special floppies you make: 1) work (can be used to boot the machine) 2) are write-protected and CLEARLY labeled
