Hmmm...  I seem to remember that the System 7.1 "Disk Tools" disk was
actually System 6.0.8, because it was designed for people who were upgrading
from that or earlier Systems.

The way I've installed 7.1 on a PowerBook was to boot the PB with Gamba's
"RamDisk Booter", which put System 7.5 in a RAMdisk, and then I could
install System 7.1 on the hard drive  (with any necessary Enablers)  using
the 7.1 Installer.
