There are a few pages online dealing with doing this with a 1400, and at least one that mentions the 190 in the same breath. Fwiw, I haven't had any luck with OS 8.1, though some reportedly have. 8.6 & 9.1 have yielded better (aka, "great") results, though slower performance overall running the newer OS on outdated processors.

Hello all. I have my PB1400 up on wireless. The link above is great, but some extra things you need to know about. It took me about a year of trying different things until I was sucesful.

1) If you have a earler powerbook that uses Card and Socket Services 2, (I
beleave the 190, 1400 & 5300 only) then you can only support one alternate
ethernet network at a time. My PB 1400 supports only Localtalk, IR-Talk,
and only one ethernet at a time. If you install software for a PCMCIA
ethernet card, then remove the software and install wireless software, it
wont work on wireless. You can remove the wireless software and reinstall
the ethernet software and your PCMCIA ethernet card will work again. If you
install software for a diferent brand of PCMCIA ethernet card, having
removed the first brand of PCMCIA ethernet card software, the second card
and software wont work.

The story I heard (with regard to my 5300 at the time) was that there are two Ethernet network drivers that can be loaded simultaneously. It's sort of an A / B thing, a driver could be an A or a B depending on which way it was written. So if you have two cards and their drivers are both A (or both B) then only one can be installed. If you have two cards and one is A and one is B then both can be installed. The two cards I have are evidently the same type as I have to re-install the driver to change from one to the other.

I have not been able to confirm this information so don't take it as golden (nor silver, maybe tin).

IIRC I can still use my wired Ethernet on this machine after I installed the driver for an Orinoco Silver card. I'd have to check it to be sure though.
