I have done the things mentioned below, also, made sure to restart after turning appletalk off to be sure that the serial port was not still being held by appletalk, and even though I couldn't install the original software (error below), I did get just the extension from the original software and replaced the one put on by 8.5 / 8.6 update. Still nothing. Very frustrating.
I imagine a serial port can get damaged (by the previous owner :) ) I wouldn't know how to test that, but maybe already have!

How are you physically connecting the machines ?
Looking thru Apple's PB 3400/Kanga (G3) User manual :
Connecting a printer
The modem/printer port on your computer can accept either a direct
connection (to a printer such as a StyleWriter)
or a LocalTalk network connection (to a printer such as a LaserWriter).
I think the point that was being made is that a serial printer cable is different from a LocalTalk cable.
