Yes, Paul Graham really shouldn't pretend to speak on behalf of a
whole culture.  Also he clearly knows nothing about the research
community he rails against in the same paper:

"The way to create something beautiful is often to make subtle tweaks
to something that already exists, or to combine existing ideas in a
slightly new way. This kind of work is hard to convey in a research
paper."

I guess he's not seen the proceedings of ISMIR, for example.
