Review Comment:
   It can be tested with something similar to what is described in [my comment
about testing
functions](https://github.com/apache/cassandra/pull/2310#discussion_r1223089676):
   ```java
   @Test
   public void functions()
   {
       VectorType<Double> type = VectorType.getInstance(DoubleType.instance, 2);
       Vector<Double> value = vector(1d, 2d);
       NativeFunctions.instance.add(new NativeScalarFunction("f", type, type)
       {
           @Override
           public ByteBuffer execute(ProtocolVersion protocol, List<ByteBuffer>
parameters)
           {
               return parameters.get(0);
           }
       });
       createTable(KEYSPACE, "CREATE TABLE %s (pk int primary key, v
vector<double, 2>)");
       execute("INSERT INTO %s (pk, v) VALUES (0, ?)", value);
       assertRows(execute("SELECT f(v) FROM %s WHERE pk=0"), row(value));
       assertRows(execute("SELECT f([1.0, 2.0]) FROM %s WHERE pk=0"),
row(value));
       assertRows(execute("SELECT f([1, 2]) FROM %s WHERE pk=0"), row(value));
   }
   ```
   The last queries fail, and they would have worked with lists.
