It sounds like something is wrong with your Photoshop install. It
doesn't matter where you save a set of actions. Saving actions is
simply a way to archive them. It doesn't affect what shows up when you
launch Photoshop. Whatever actions are on the actions pallet should
remain there after a restart even if you didn't save them. That's part
of Photoshop's prefs. The only time you should lose actions is if
Photoshop crashes or you do a force quit so that current prefs are not
saved as they would be with a normal quit. You'll also lose actions if
for some reason you trash or replace the basic Photoshop prefs. In
OS-X, prefs are saved for each user. If you log in as a different
user, you'll see a different set of items loaded when you launch
Photoshop.
