Hi Morton, I have exactly the same computer, software and system configuration as you. I have no problems here with stability even when using NAV. Photoshop has only blocked on me once in the last 8 months and crashed once or twice under 10.1.5 when left alone, but that problem disappeared with Jaguar. More than likely you have some slight problem with the install of either Jaguar or Photoshop.
I have found that running Macaroni for the maintenance scripts and occasional running of Diskwarrior do much to keep the machine stable, however, I too find that Photoshop runs slowly under 10.2.3. The computer is pretty much bottom of the range and struggles with this system, whereas it runs happily in OS 9. If I'm dealing with large images e.g. 250MB or more, I generally switch to OS 9, just to get the job done today rather than tomorrow, but for multi tasking and stability, OS X is without doubt the better system. The spinning wheel could be because you have given too much ram to Photoshop! The system itself needs quite a lot and if you give too much to Photoshop the overall performance will fall and the spinning ball is a sign that the system and not Photoshop can't catch up. Try giving no more than 60-65% ram to Photoshop.
