Yes.
If a document is untagged the selected workingspace is used as an "Assumed
Profile" to convert from. To is the CMYK working space if you choose Image >
Mode > CMYK.

The easy way to see for yourself is to open Image > Mode > Convert to
Profile and check out the defaults (especially "source").
