Sure, very easy:

Copy the background layer (and make sure the copy is above the background).
Set the blending mode of the copy to Color.
Blur this copy (say 8 pixels for starters) (moir� is away, but other
artefacts may happen).
Add a layer mask to the copy, fill with black.
Paint the Moir� away with a white brush.

Send �100 to my trust fund (just kidding).
