You don't say which OS you use but you can set up a favourites folders in OS
9 and X and in Windows in the Open/Save dialog box. It's one more step than
going straight to your chosen folder but it saves having to look for a
folder on your HDD.
If there was an option of choosing in preferences under File Handling a Save
In and Open From options, I think that would probably suit a lot of people.
ITMT, as Paul pointed out, it's possible to set up an action to save to one
folder always.
What Photoshop could also benefit from, now that it has a file browser, is
the option of seeing your favourites in the browser.
Adobe still haven't addressed the Save Optimised As options when saving
slices after all these years so I wouldn't hold my breath, frankly. If
you've ever tried to save lots of slices by making repeated calls to the
dialog box, you will know what I'm talking about. Most photographers don't
but multimedia and website designers do...and suffer having to reselect
options rather than have them stick or be saved.
