In OS X this is about five seconds work, but from your mention of Picture Viewer I guess you're on OS 9. You have to open a Control Panel and set the default application for opening TIFFs to be Photoshop. It's been a long time since I used OS 9, but I think it's called 'File Exchange'. Somone'll correct me if I'm wrong...
