Control-click on a single TIFF, choose "get info" Under "get info" expand the "open with" menu. There you will be given a drop down menu of all the various applications you can open the picture with. Choose Photoshop and the previously greyed out button below the text "Use this application to open all documents like this" becomes active and you can click it to "change all.." and bingo, PS is now the default viewer for all TIFF files.
This process is used under OS 10.x.x -- if you're using classic, I don't remember the steps.
