The 10D does indeed not apply a profile, so PS has to rely on the EXIF data.
The problem then is that the EXIF data format allows only sRGB or
unspecified to be selected. If using the Adobe RGB option you need to apply
the profile when opening in PS.

Adobe became aware that Camera manufacturers had listened to Photographers wanting to use Adobe RGB, but only half-implemented the change, leaving the EXIF data holding the original tag, and as you say not implementing the embedding of the ICC profile.
What they did was to issue version 7.0.1 of Photoshop and a small plug-in called 'Ignore EXIF data' to get around the problem, so if you install this (it is free and available from the Adobe site) you will be able to carry out your colleague's change in a more permanent manner.
