As far as I know if you are Photographing from a public highway (but not causing a roadblock!), then you can pretty much do what you like. BUT, certain military installations; major civil engineering projects like dams/Locks etc are a different matter. The military ones are restricted for obvious reasons; the civil ones are because of potential sabotage by terrorist groups.

Many years ago when I was a college there was a major ICI plant in the vicinity of the college. We attempted to photograph it, but had hassle off the security guards. Basically we faced them down, told them that we were on a public highway, and that any attempt to remove film from the camera would be assault; and that basically they could 'go away in swift jerky motions'.....
