The size does depend on the website design, but generally you will need a resolution of 72px/in and possibly 300px high - but check with your designer as to the dimensions. Don't worry about stair interpolation. But if you are using Photoshop CS try the Bicubic Sharper interpolation.
Unsharp Mask (if you don't use the Bicubic Sharper method) Amount: 50 Radius 0.5 (small differences will be fine)
Save as JPEG at Compression Level 6 or 7 or even 8 if you prefer quality over download times. You can embed sRGB (or Adobe RGB (1998) pretty successfully too)
Obviously the CMYK will need to be changed to RGB.
