I don't think it's possible to give a single number, as it depends on many factors:

-size of image
-quality of original file
-tonal variation of original file
-primary type of visitor and type of internet connection

Just for starters. If you mostly are expecting visitors on dialup modems your choices will be different than if you want to cater to a higher clientele using broadband. Shooting models on white backgrounds should compress better than nature scenes, etc.

I personally would avoid going below 6, but other than that can't give you any guidance without knowing more about the type size and quality of images.

As for Save for Web, or regular Jpeg, it all depends on whether you want to preserve your metadata. With CS (ps8) there are ways to hold on to some or all of the metadata even when using Save for Web. If you are using v7 or prior, and want to retain metadata stick to regular "save as" jpeg option.

Again, before moving forward, test, test, test.
