Save for web will give you potentially smaller files than Save As... to save to JPEG.
For the smallest files, don't check ICC profile, but in which case use sRGB or any screen type workspace prior to removal of the profile, but if speed/size is not an issue, and you feel your audience are likely to be using properly profiled monitors then use Adobe RGB or sRGB and retain the profile as Richard Earney has suggested.
