Mike... that's what happens when the "feather" is set to a very high value. I often use a feather of 100 to 300 pixels in order to make extremely soft selections for dodging, burning, etc. So if I then make a selection which is too small for such a large feather, I get the "no pixels..." message. The resulting marquee line is usually smaller such as you report.
