Is there a better way to remove / minimize the printed screen when the image is going to be reproduced by offset printing (nothing to do with me) again?

Try scanning your piece at 15 degrees if B/W (single colour) or 45 degrees if process colour and then straighten in Photoshop. Using a high resolution and then dropping this down later will add a bit of softness which may be useful.
