Yep. A RAW file is a raw unprocessed CCD dump PLUS all camera settings (stored in EXIF format) are tagged and saved along the file. You can imagine a RAW file as a negative with a little handwritten memo telling you the camera settings as a suggestion for further processing. You can use the memo or throw it away, its just a memo. So if you process a RAW file later in PS or whatever RAW converter of your choice, you can squeeze more quality out of the raw data than the tiny computer in your camera could, because you can imagine that your multi-hyper super PC or Mac is able to throw more processing power into the mix than the internal computer in your camera. So the white balance is NOT applied to the RAW file, but the camera setting is TAGGED along the file and can be chosen by PS (for example) in the selection "As Shot".
