If the camera converts the 12bit captured data into 8bit (eg. throwing away data) and applies the lossy JPG compression to it (eg. throwing away even more data) before you get your hands on the data in PS, you can imagine that you can do way more if you get the raw 12bit data into your (more powerful than the camera's) computer first.
