Thanks to those who replied to my recent queries on and off list.
I also wrote to the people who do Photo Mechanic, at the same time,
and asked the same question.  Here is the reply; I know some of you
explained this to me;  it is nice that a software manufacturer
troubles to tell us what is going on....

"Hi Don,
    You can add IPTC meta data to Jpeg files without recompressing the
file. Photo Mechanic places the IPTC info in the file in the same 
location used by Photoshop. The file is opened, the IPTC info added 
and then the file is put back together and the pointers are updated. 
The rest of the file is left untouched and will have full image 
quality.
    The only operation in Photo Mechanic that will reduce the quality
of a Jpeg file is the Save Photos as.. utility in the File menu. This 
will recompress a new jpeg from the original. The original jepg is 
never over-written. PM will make you save out a new file so your 
'digital negative' is always left 100% intact.  I hope this helps.
